Steve joined Rock in November 2017 as Commercial Director. Steve has over twenty-five years of experience in the railway industry, with a career encompassing London Underground and UK heavy rail predominantly within the rolling stock arena.
Steve has worked for train operators, rolling stock manufacturers and government agencies as a manager, project manager, adviser and engineering lead, with roles encompassing a broad range of rolling stock and commercial engineering activity. Most recently, he was the Engineering Workstream lead for the development of the rolling stock bid proposition for recent Abellio and Stagecoach group franchise bids and for the procurement and delivery of new rolling stock for the Greater Anglia franchise as Joint Project Manager for the cl.720 Bombardier Aventra build. Steve has previously managed the delivery of new trains for South Eastern trains and the design development of Intercity Express trains on behalf of Hitachi and Great Western railways, alongside the delivery of TBTC signalling and CONNECT radio communications system upgrades across the London Underground network.
Steve brings extensive practical working knowledge and experience to forge collaborative working relationships with project and industry stakeholders necessary to successfully scope, specify and deliver major projects and enhancements into revenue earning service. At Rock, Steve will be primarily taking on the Lessor Representative role for the delivery of the new Bombardier Aventra trains for the South Western franchise.

Rail
- Greater Anglia franchise – Joint Project manager for the procurement and service introduction of 665 EMU vehicles with a contract value of £865m. Responsible for leading client side activities under the Manufacture and Supply Agreement (MSA) on behalf of the Owner and Operator including design, approvals and acceptance. Also, responsible for developing the service introduction plan and for coordination with supporting workstreams to ensure timely introduction to service.
- West Midlands franchise bid – Engineering workstream lead for the Abellio bid to DfT. Responsible for the development of the rolling stock strategy, new train and finance procurements, existing rolling stock lease negotiations and the development of coordinated maintenance and depot strategies.
- South Western franchise bid – Engineering workstream lead, responsible for the development of the rolling stock strategy for the Stagecoach bid to DfT.
- East Anglia franchise bid and contract mobilisation – New Trains lead, responsible for the specification and management of the new train and finance procurement competitions. Also for the development of the overall rolling stock strategy and deployment plan for the Abellio tender to DfT. Also undertook pre-mobilisation contract and technical negotiation for the manufacture and finance of the new build rolling stock for Anglia.
- Great Western franchise bid – Rolling stock lead, responsible for the development of the rolling stock strategy, the identification of the maintenance and depot requirements and the preparation of the submission for the FirstGroup bid to DfT.
- Intercity Express Programme – Project Engineer for First Great Western in support of the DfT procurement of the new IEP rolling stock. Previously maintenance mobilisation with Hitachi to develop the strategy, maintenance and servicing delivery plan, transition plans, working arrangements and contract schedules to support the train procurement and post contract award mobilisation activities.
- Mk1 replacement – New trains programme manager for South Eastern Trains. Responsible for the coordination of all activities concerning the withdrawal of the Mk 1 slam door fleet and the service introduction of new Electrostar EMU and the refurbishment and cascade of existing Networker units across Kent.
- Jubilee, Northern Upgrade Programme – Commissioning and revenue introduction of the Thales moving block CBTC signalling system on to the London Underground Jubilee and Northern Lines, including resolution of major multi discipline functionality and reliability issues.
- Connect train radio PFI – Management and coordination of all activities concerning the interface design, approvals, installation, commissioning and introduction to service of the Connect TETRA Train Radio across the LU rolling stock fleets.
